This book aims to diagnose the current status of advanced human resource development (AHRD) in three key areas such as government, state-owned enterprises, and R&D which are arguably most compelling pillars to sustainable development of Vietnam. Vietnam has been recognized as one of most dynamic, fastest growing developing countries particularly since the Doi Moi reforms were introduced in 1986. While Vietnam still faces various challenges, the country has demonstrated high performing economic growth as one of the major middle-income countries and continued to build a springboard to leap forward a high-income country by accelerating pace of economic growth, promoting inclusive growth, and enhancing quality of government. This book is composed of different parts in addition to preface and conclusion: 1) Social Economic Development Strategy and Significance in AHRD; 2) Advancing High Level Government Offi for State Capacity Building; 3) Advancing High Level Management for Economic Prosperity; and 4) Advancing R&D Personnel for Economic Prosperity. Preface offers general background of the research along with the scope of the research and method. Part 1 is the brief overview of SEDS and human imperatives which is a groundwork for various issues and imperatives of AHRD in government, SOEs, and R&D areas. Part 2 deals with AHRD for government offi by identifying major AHRD issues in governments based on both advancements and drawbacks and draws policy recommendations based on the lessons learnt from selected Korean cases. Part 3 examines the current status of AHRD in SOEs based on selected cases. The part also reviews various aspects of AHRD system in comparable Korea¡¯s SOEs and draws lessons and policy implications for the advancement of AHRD in Vietnamese SOEs. Part 4 investigates AHRD in R&D in Vietnam. The part identifi key issues regarding training and development of R&D personnel in Vietnam. Based on the current status of R&D personnel development in Vietnam and Korean case studies, the part will offer various policy recommendations for the future AHRD in R&D in Vietnam. The part will be followed by concluding remarks which highlight critical issues and policy guidelines for future AHRD in Vietnam
